When partner is barred

In the July 2009 issue of The Bridge World, a review of "Laws of Duplicate Bridge Through the Eyes of The Player" included this paragraph:

The text explains the Laws correctly, but further examples would have made the book more appealing.  Some of the tips, though counterintuitive, are worth considering.  For example: If partner is barred, you are headed for a poor score anyway.  Make a strong preemptive jump, bid three notrump, or perhaps a tactical psych.  You won't need to worry about partnership trust.


The first two suggestions are reasonable, but the third (the tactical psych) worries me. I suppose that the very first tactical psych that a pair uses in this situation is fine because the irregular bidder has no history of seeing partner psych in this situation. But when does Law 23 come into play?
