Opening Bid out of turn

South is dealer. West mistakenly opens the bidding 2 . North calls the director (me). I check the book and give North his options.

North does not accept the bid by West. South passes; West bids his 2 as required and all is well.

But, if South had bid something what would the constraints on West be? The book mentions bidding or not bidding the same suit. But the 2 bid is artificial (strong). So how would one rule in that case?

Agreement on Number of Tricks Won (65D)

The following occurred at a club game in which I was participating:

The contract was 3H by South. After the play of the hand, I had the result as down one. The declarer said "So I am down 1," which was agreed upon by all. We shuffled the cards and returned them to the boards. She looked at the traveller her partner had recorded, and said "We were only in 3? Then I made the contract!" I of course disagreed, but there was no way of reconstructing the play.

She (after the game was over) went to the director and got her to change the score. I believe this violates ACBL rule 65 D, Agreement on Results of Play.
